Presentation of Reports from Standing or Special Committees

The Standing Senate Committee on Social Affairs, Science and Technology has the honour to present its

FIRST REPORT

Your Committee, which was authorized by the Senate to incur expenses for the purpose of its examination and consideration of such legislation and other matters as were referred to it, reports, pursuant to Rule 104, that the expenses incurred by the Committee during the Second Session of the Thirty-fifth Parliament are as follows:

1. With respect to its examination and consideration of legislation:

2. With respect to a special study of the Subcommittee on Post-Secondary Education to examine and report upon the serious state of post-secondary education in Canada:

Your Committee heard from 139 witnesses, held 35 meetings and issued 18 reports in the last session, during which it reviewed nine Bills (C-3, C-11, C-12, C-18, C-35, C-41, C-202, S-5 and S-11).

Your Committee also created a Subcommittee on Post-Secondary Education to examine and report upon the serious state of post-secondary education in Canada, hearing from a total of 171 witnesses over 25 meetings.

Your Committee also created a Subcommittee on Veterans Affairs to examine and report on the adjudication of veterans' pensions, hearing from a total of 28 witnesses over 5 meetings.

Among the reports issued by the main Committee on these matters were the Interim Report of the Subcommittee on Post-Secondary Education and Steadying the Course, the latest of a series of reports from the Subcommittee on Veterans Affairs, which began in 1981.

The Interim Report of the Subcommittee on Post-Secondary Education briefly reviewed the work of the Subcommittee to date and expressed the Subcommittee's intention to continue its study in the new Parliament.

The Report of the Subcommittee on Veterans Affairs, Steadying the Course, presented its findings, together with 21 recommendations, including recommendations to amend the Pension Act, and other legislation affecting veterans.

ORDERS OF THE DAY

Ordered, That motion No. 2 under OTHER BUSINESS, Other, be brought forward. Resuming debate on the motion of the Honourable Senator Murray, P.C., seconded by the Honourable Senator Forrestall:

That the Special Committee of the Senate on the Cape Breton Development Corporation be revived to examine and report upon the Annual Report, Corporate Plan and progress reports of the Cape Breton Development Corporation and related matters;

That the Committee have power to send for persons, papers and records, to examine witnesses, to report from time to time and to print such papers and evidence from day to day as may be ordered by the Committee;

That the papers and evidence received and taken on the subject and the report tabled with the Clerk of the Senate on April 25, 1997 by the Special Committee of the Senate on the Cape Breton Development Corporation during the Second Session of the Thirty-fifth Parliament be referred to the Committee;

That the Committee be authorized to permit coverage by electronic media of its public proceedings with the least possible disruption of its hearings; and

That the Committee submit its final report no later than December 15, 1997, and that the Committee retain all powers necessary to disseminate and publicize its final report until December 30, 1997.

Resuming debate on the motion of the Honourable Senator Lewis, seconded by the Honourable Senator Stewart, for the second reading of Bill S-5, An Act to amend the Canada Evidence Act and the Criminal Code in respect of persons with disabilities, to amend the Canadian Human Rights Act in respect of persons with disabilities and other matters and to make consequential amendments to other Acts.

MOTION

The Honourable Senator Kelly moved, seconded by the Honourable Senator Prud'homme, P.C.:

That a Special Committee of the Senate be appointed to hear evidence on and consider matters relating to the security intelligence operations of the Government of Canada;

That the Committee examine and report on the extent to which the recommendations of the Report of the Special Committee on Terrorism and the Public Safety (June 1987) and the Report of the Special Committee on Terrorism and the Public Safety (June 1989) have been addressed thus far by the Government of Canada;

That the Committee examine and make recommendations with respect to the adequacy of the review or oversight of the Government of Canada's security and intelligence apparatus, including each of the organizations in departments of government that conduct security and intelligence operations or that have a security and intelligence mandate;

That the Committee examine and make recommendations with respect to intra-governmental and inter-governmental co-ordination relating to the Government of Canada's security intelligence mandate and operations;

That the Committee examine and make recommendations with respect to the overall mandate and current threat assessment capability of the Government of Canada's security intelligence apparatus and of the individual organizations therein;

That seven Senators, to be designated at a later date, act as members of the Committee;

That the Committee have power to report from time to time, to send for persons, papers and records, and to print such papers and evidence from day to day as may be ordered by the Committee; and

That the Committee present its final report no later than April 15, 1998.

That the Committee submit its final report no later than December 10, 1998.
